Add adbd apex configuration. The JDWP socket abstraction is moving from a server shared library in the ART apex loaded by adbd, to a client shared library in the adbd apex. Test: manually booted internal, attached jdb to a random app twice Change-Id: Ic8c9c7470321c965d1d614d7c99179b772dfd8c8
