Rename the runtime linker namespace following ART/Runtime APEX split. Also carry over the applicable TODOs and other comments from ld.config.txt for the art namespace. Test: Build & boot Bug: 139408016 Change-Id: Ib33d544ab6a2871c4b6ff64fb10e7925ede5ace6
