Camera: Update API and HAL doc for 1080p min JPEG size To maintain app compat, filter small JPEG sizes based on targetSdkLevel. This means HAL still needs to support JPEG sizes smaller than 1080p, and camera service will filter out those sizes for performance class primary cameras.
