DO NOT MERGE Fix alternativeIds in CI and KE. [S]
sc-mainline-prod was missing aosp/1909188, but sc-timezone-dev has
it merged. Also ag/17570477 deletes 2 lines and adds 2 lines. Its
sc-mainline-prod equivalent just adds 2 lines (ag/17654908). This
CL removes those 2 lines.
countryzones.txt is not included in tzdata module(s), but just used
in generation of certain files, so these changes are no-op as long
as files of tzdata are not generated in sc-mainline-prod, which has
never happen so far.
