Create a boot-looping version of the tzdata apex.
For use in testing native watchdog triggered apexd rollback on taking an
update that boot loops.
Bug: 132268934
Test: adb install --staged test3_com.android.tzdata.apex
adb reboot
Confirm device gets into boot loop, then reboots and fixes itself
if watchdog is enabled.
