Update tzs2.dat using 2020d from tzbb

Update output_data/odbl/tzs2.dat using the 2020d release from the
timezone-boundary-builder (tzbb) project and try out the new validation
tool.

This is the first update using the geo data pipeline. It isn't
incorporated into the normal TZDB updates process yet, geo data
updates aren't one of the standard steps yet, and the geo updates are
likely to be slower than the IANA / ICU / CLDR steps.

The upstream tzbb timezones.geojson.zip archive structure has changed
since the 2020a release: the 2020a zip had combined.json in a dist/ dir,
the 2020d does not. This is reflected in the changes to
run-data-pipeline.sh.
