Add host files to match device dirs Add a copy of tzdata/tz_version in $HOST_OUT/com.android.runtime/etc/tz in order to simulate the runtime APEX on-device dir structure. Bug: 119293618 Test: build only Change-Id: I43577c48a9fd2eda0c5268d75d2d3973bf8588ad
