Add support for geonames cities5000.zip file
Add support for the geonames cities5000.zip file: there are 4 different
files available from geonames, not 3.
Since each city file contains all cities with the population of X or
above, this means some of the known differences were previously recorded
in known_diffs1000.prototxt. These have been moved to
known_diffs5000.prototxt and some checks / reporting added to
GenamesComparison to confirm no duplicates are present.

Test: m geotz_geonames_comparison && run_compare.sh. No dupes reported
