Increment version code for S tzdata apex The use of version code 300000000 has caused issues with devices updating from R that have a copy of tzdata2 downloaded. The tzdata2 version "beats" the tzdata3 version code, but also cannot be used, so devices end up with nothing mounted on /apex/com.android.tzdata/.
