Detect if an interface has changes that have not been frozen

This information is surfaced in aidl metadata

Test: m android.hardware.identity-freeze-api
Test: m android.hardware.light-freeze-api
Test: make sure idendity freezes, and light does not freeze
Test: atest libaidlmetadata_test
Test: m aidl-freeze-api
