c++-impl/androidbp-impl: add license reminder

A very common problem for HIDL interfaces is a forgotten license or
other file header that is appropriate for the interface in question,
so adding a friendly reminder here.

Test: hidl_impl_test
Test: These commands and manually inspect output:
  hidl-gen -o tmp -Lc++-impl android.hardware.nfc@1.0
  hidl-gen -o tmp -Landroidbp-impl android.hardware.nfc@1.0
