Compile update_engine with C++11 standard.

In order to use the new C++11 features in update_engine, we need to
compile update_engine in C++11 mode. dbus-binding-tool generates code
using the deprecated "register" keyword, so this patch also ignores
that warning.

BUG=None
TEST=existing unittest passing.
