Cleanup CtsActivityManagerDeviceTestCases references

This CL removes references to the following dummy test cases.

CtsActivityManagerDeviceTestCases CTS has been consolidated with
CtsWindowManagerDeviceTestCases (b/129909356) and now it contains a
dummy test (b/129909356).

CtsActivityManagerDeviceSdk{25,28}TestCases and have been renamed to
CtsWindowManagerSdk{25,28}TestCases respectively (b/129909356) and now
those contains a dummy test too (b/130526034).

Note that tests removed from cts-known-failure.xml are marked as
@Ignore in test code, or have been fixed.
