Create cts-on-csi test plan
This test plan is based on cts-on-gsi and excluding failing
test cases to be investigated later.

Test: $ m cts; cd /tmp
$ unzip $OUT_DIR/host/linux-x86/cts/android-cts.zip
$ ANDROID_BUILD_TOP= android-cts/tools/cts-tradefed l p | grep cts-on-csi
cts-on-csi: Runs a subset of CTS-on-GSI tests using a core system image (CSI)
cts-on-csi-exclude: Excluded tests from cts-on-csi
