Add android.hardware.tetheroffload.config/control HALs to the exempt list. Add android.hardware.tetheroffload.config and android.hardware.tetheroffload.control HALs to the exempt_hals_ list to avoid failures in VtsTrebleVintfTest.InterfacesAreReleased_64bit & VtsTrebleVintfTest.VintfHalsAreServed_64bit VTS tests for these HALs.
