vts_dlkm_partition_test: Skip VendorDlkmPartition on pre-T products

We cannot retroactively enforce this test on S-launched products, as
this may break S -> T OTA.
Enforce this test case on products launched with Android T+ instead.
(product.first_api_level >= 33)
