Change to support branching sdklib/internal/repository UpdateTest needs LocalSdk(FileOp), and will be in a new package in the new location. Update needs LocalPkgInfo.setUpdate(). This change is temporary; there will be a new update storage mechanism in the branched code and the update references in LocalPkgInfo will be removed.
