ddmlib: Add method to obtain ADB version This CL adds methods to obtain the version of adb (given the adb binary), and exposes a method that can format low level adb request strings. It also includes a fix to accept the newer version formats of adb. Change-Id: I96e27fee79a954c48f1ee700e6f3708598c628b5
