Add support for RTL locales to layoutlib API This changeset updates the layoutlib API to add support for rendering right-to-left locales. This bumps the version of the API to 10. It also loads ICU4J at runtime if present. Change-Id: Id6805468347008336fee8a4acbbb09987ce52416
