Fix a race condition in sl4a rpc client. Counter is a module level member, which is shared by all instances of the Rpc client class. Yet each class holds its own instance of a lock. Bug=29427374 Change-Id: I673e55b1a1357f3f47a3bc20c0a04266a3c5a40d
