Test files now trigger rebuilds of ACTS ACTS will now also build locally with `m acts` if you have been doing development with `sudo python setup.py develop`. Bug: 67874732 Test: `m acts`, ran SampleTest from acts artifact. Change-Id: Ic6f7c6453091eb868065e631c08d651283a3ac2f
