Consolidate test case failure artifacts into the same test context directory. * Do not merge until ACTS logs are split by test case Currently, the most common scheme for storing these files is in <root_log_path>/<test_case_name>. Storing the files in their proper context directory (the directory used for ACTS logs) will make them more organized and easier to find.
