[WifiIOTTest] Make open_network and iperf_server optional

CHERRY PICKED FROM AOSP

1. Make iperf server optional to skip running iperf traffic if the setup
does not support it.
2. Since this tests inter-operability with multiple APs, we should
maintain a single auth type for APs. Make open_network optional for now.
Make all the APs to PSK based and remove open_network later.
