[iperf_server] Use GCE instances as iperf server instead of MH servers Enabled ports on GCE instances on each testbed. Config files need to be updated with the iperf server and port numbers Bug: 138748245 Test: Verified the changes Change-Id: Ie98c3e83813d8ce363bbbb7ec97fb4f278c0f801
