wait_for_network_service is added to wait for multiple network services
1. wait_for_network_service is added to wait multiple services in
sequence, including:
- service state
- network connection
- wifi connection
- cellular data
- internet connection
- IMS registration
The mechanism (cycling airplane mode) to recover network services is
also provided if any service is not available.
2. wait_for_network_service is integrated into airplane_mode_test and
reboot_test.
