Add new config store tests

Add new test scenarios for config store testing in
WifiManagerTest & WifiEnterpriseTest.

The test scenario is as follows:
1. Connect to network_A.
2. Tun wifi off.
3. Turn wifi on.
4. Wait for reconnection to network_A.

Refactor the existing IOT test methods in WifiManagerTest so that
it can be reused for this new test.
