Updates to WiFi sensitivity and other supporting classes
This CL makes several improvements to WiFi sensitivity tests. First, we
add the ability to use ping traffic for sensitivity testing, and second
we refine sensitivty calculation by adding calibration settings to the
access point's transmit power in cases where the APs power does not
match the power requested in the test configs. The CL also includes
changes to WifiPingTest and WifiRvrTest to further align their structure
and allow WifiSensitivityTest to inherit from both these classes.
