Changing kill signals when stopping iperf servers on remote machines.

This CL changes changes the signal sent to remote iperf processes to
more reliably stop iperf servers. This is in response to a bug observed
on several test setups where iperf servers were not actually killed and
kept hogging the iperf connection port leading to test failure.
