[rtt_test_utils] Add retries to scan for networks

Added the following changes
1. rtt_test_utils#scan_networks: Add retries to ensure a network is found
in scan
2. RangeApNonSupporting11McTest: lci_reference and lcr_refence lists
will be empty if the AP doesn't support 802.11mc
