Adds retry ability to Wifi ping range and sensitivity tests
This CL adds the ability to retry ping range and sensitivity tests that
give an unreliable result. Upon retry, wifi is reset and attenuation is
set to its minimum (for a more reliable connection). The retry feature
is currently set to retry tests on TestFailure. Future updates may
separate test failures from newly defined retryable exception classes.
Test: Done (but needs further verification on MH testbeds)
