Add the ability for Fuchsia device to up start sl4f
When a fuchsia device is instantiated, the fuchsia device
will attempt to start sl4f over ssh if an ssh_config is
specified. It will also kill sl4f at teardown if the file
is specified. Also update the sl4sanity test to reflect
the new features.

Test: Ran sl4fsanity with an ssh_config specified and not
specified. Ran the test with sl4f running and not
running. Verifying failures happened when expected
and passed when expected.
