[wifi_test_utils] Add wait_time param for validate_connection validate_connection() is called to verify internet connectivity after wifi_connect(). The APs in the testbed are sometimes slow in configuring the dhcp server and assigning IPs to the client. wait_time of 10 seconds is added to ensure the dhcp is up Bug: 138751861 Test: Verified the changes Change-Id: Id6e384734e224b63ed3156047b19f7d169626f93
