Removed arguments "nsa_5g_for_stress" and "nr_type" from call_setup_teardown and initiate_call
2 arguments "nsa_5g_for_stress" and "nr_type" are removed from
call_setup_teardown and initiate_call due to folowing reasons:
1. Flakiness caused by 5G NSA detection when the voice call is
still active.
2. The 5G NSA detection should be outside of the call_setup_teardown
and initiate_call.
The test logic of TelLiveStressTest._make_phone_call, which mainly
relies on 5G NSA detection in call_setup_teardown and initiate_call
is also improved to avoid the flakiness and keep the functionality.
