Await changes to client connection state.
The WLAN policy API has been updated with clarifications
about what to expect when client connections are started
or stopped. These API calls return immediately and clients
must watch for state updates to determine whether or not
client functionality has been started or stopped. This
change makes the StartStopClientConnectionsTest poll for
client state updates for a period of time until a client
update reports the desired state.
