Change test point for low RSSI throughput stability test.
This CL changes the way the target for low RSSI throughput stability
tests are computed. Instead of backing off a set number of dBs from
link range, the test now "backs off" a set number of Mbps from range,
i.e. it tries to do the test at a target throughput rather than a target
attenuation. The test_param low_rssi_backoff_from_range now refers to
the target throughput close to range.
