Remove redundant config file params
Cherry picked changes from AOSP
All wifi test classes should use reference_networks.
All other network params are redundant.
Removed the following from the following tests
- WifiManagerTest: config_store_networks
- WifiPnoTest: pno_network_a, pno_network_b
- WifiIOTTest: moved IOT test case from WifiManager to new script
- wifi_test_utils: Added new class to parse reference_networks
Did not remove 'open_network' from WifiManagerTest and
WifiNetworkSelectorTest as we don't have a valid open_network in the
config. Modifying it fails the tests
