Creates a version of ConfigWrapper that automatically restricts the config based on the current context. This is a first step towards decoupling the config_wrapper merging logic from instrumentation_base_test. Bug: 150222849 Test: Unit tests added Change-Id: Ib6ed927188c808ed03f951e6996012635b60a502
