Adding documentation to all commands previously located in common.py and goog.py Moving all commands defined in instrumentation_power_test to common and goog depending on where they should belong to. Hardening requirement for defining description by showing warnings every time a description is missing. Next hardening step is showing errors and lastly raising errors.
