Adding soft AP tests (Cherry pick from master) This CL adds Soft AP RvR tests to our performance test suite. The SoftAP RvR inherits a lot of functionality from WifiRvrTest but reconfigures the AP-STA link to a SoftAP-STA link. The same pass fail methodology is used.
