Move testcase event posting out of setup and teardown. Currently, some testcase-related invocations, e.g. bugreport, take place outside of the test case context. Move test event posting to the beginning and end of exec_one_testcase, respectively. This will also allow the test signal to be passed along to the TestCaseEndEvent.
