Generating a bundled blackbox message instead of several small messages.

Some tests are generating thousands of diminute files that are making it
hard for users to debug and for tools to index.

Integrated tools will be adapted to recognize the bundled message if
available (or fall back to old behavior). Eventually the loggers will
stop providing the individual files.
