RelayDevice configs can now be in-lined in testbeds
RelayDevice configs can either be specified by a path
(relative or absolute) or can be inlined into the test bed.

Test: act.py -c acts_config_without_relay -tc SampleRelayDeviceTest
Test: unit tests pass
