Add the ability to configure radvd from ACTS
Added the ability to create a radvd config and start the daemon
from within acts. Also fixed the ipv6 forwarding for the
access point controller and added an ifconfig up down to all
for refreshing of IPv6 SLAAC addresses.
Bug: None
Test: Ran the radvd config and daemon script against an AP
that had radvd and verified both Linux and Fuchsia could
receive IPv6 addresses.
