fix verity detection The property "partition.system.verified" was used for detection of verity state, so regardless of its numerical value, it always implies that verity is applicable to the device. If the property is unset, then device does not support verity. Change-Id: I6c7cd8367d35295b4794d9b83b7f94dfe059bff4
