Specify default connection timeouts for HTTPHelper#doGet and friends Note that this changes the API timeouts from (long) to (int)! Also includes a functional test that connects to itself to verify that timeouts are working properly Bug: 9666108 Change-Id: I57c09d9bc1bdf33c67ac96aafdebd43d6ba0630d
