Fix wtf on cmdfile reload. - change CommandScheduler to propogate up config exceptions. - fix deadlocked CommandSchedulerTest test when running from Eclipse when a global config hasn't been initialized. - add displayed log messages on each significant step of command file reload Change-Id: Ie0a6a5d03989388a5a78f8ca3d22be8e097a2bd3
