Change to use SL4A to enable/disable bt snoop log The existing way to enable bt snoop log is not working on most of the devices since we moved to security dish format. Since SL4A is available now we switch to use SL4A call the enable the flag. Change-Id: Ic451871ea3ee0874ca6deec462ee4e98cfb46925
