Atest: Add metrics proto files for prebuilt.
1. Add metrics proto files.
2. Add target "atest_proto".
3. Add proto/*pb2.py for passing pylint in later CL.

Test: step 0) $ source build/envsetup.sh ; lunch
$ rm -f $ANDROID_HOST_OUT/bin/atest
step 1) $ atest hello_world_test
step 2) add atest.py a line 'from proto import clientanalytics_pb2'
step 3) $ m atest
step 4) $ atest hello_world_test
Results of step 1 and 4 are the same.

TF is a test harness used to drive Android automated testing. It runs on test hosts and monitors the connected devices, handling test scheduling & execution and device management.
Other test harnesses like Compatibility Test Suite (CTS) and Vendor Test Suite (VTS) use TF as a basis and extend it for their particular needs.
