Isolate the force allocate logic Ensure when we force allocate that the device already exists to prevent recreating a IDevice for nothing and possibly losing the previous state of the device. Test: unit tests Bug: 155079674 Change-Id: I5a1e24ce0025e42629e22b0ef11e0cc11219a016
TF is a test harness used to drive Android automated testing. It runs on test hosts and monitors the connected devices, handling test scheduling & execution and device management.
Other test harnesses like Compatibility Test Suite (CTS) and Vendor Test Suite (VTS) use TF as a basis and extend it for their particular needs.
