ConfigurationFactory.CreateConfigurationFromArgs: Reorder command line. Add reorderArgs method that moves all template:map args to the front before creating configuration from it. BUG:34816566 Test: Added unittest that passes. Change-Id: I87025a84e513efba5f112674b98f4aaf9b197b49
